The European Commission will propose an EU-wide digital vaccination passport later this month, in a move that could allow Europeans to travel more freely over the summer.
The "digital green pass" would provide proof that a person has been vaccinated, the results of tests for those not yet vaccinated and information on recovery for people who have contracted COVID-19.
The EU executive plans to also cooperate with international organisations to ensure that its system also works beyond the European Union.
EU leaders agreed last week to work on vaccine certificates, with southern member states such as Spain and Greece particularly keen to unlock tourism this summer.

The new head of the World Trade Organization called Monday for a “technology transfer” when it comes to COVID-19 vaccines.
Director-General Ngozi Okonjo-Iweala, a Nigerian economist and former government minister, donned a mask and doledout welcoming elbow bumps as she took up her job at the WTO headquarters in Geneva, Switzerland.
She immediately set about trying to change the organization’s culture, telling ambassadors "it cannot be business as usual."
She also urged member nations to reach a deal to reduce overfishing after years of fruitless talks as she laid out her top priorities after taking office.
The 66-year-old is both the first woman and the first African person to serve as the WTO's director-general.

A French court on Monday found former President Nicolas Sarkozy guilty of corruption and influence peddling.
Sarkozy was found guilty of offering a plum job in Monaco to a judge in exchange for inside information about an ongoing inquiry into his campaign finances.
He was sentenced to three years in prison with two years suspended, meaning Sarkozy will not actually see the inside of ajailcell.
If Sarkozy's appeal is unsuccessful, he could serve one year under house arrest by wearing an electronic bracelet.
Sarkozy will face another trial later this month on charges of violating campaign financing rules during his failed 2012 re-election bid.
